申請辦法
申請人可親自前往其區內的社會保障辦事處或用電話﹑傳真﹑
電郵或郵遞方式提出申請﹐或由政府部門或其他非政府機構
轉介。在接到申請後﹐本署職員會安排約見申請人和進行家
訪﹐以查核申請人的實際情況及所提供的資料。
How to Apply
A person can make an application directly to a social security
field unit near to his/her place of residence by phone, by fax,
by e-mail, by post or in person. An application may also be
made through a referral to the Social Welfare Department by
another government department or a non-governmental organization.
Upon receipt of an application, staff of the Department will
conduct investigation and verification of the applicant's circumstances
and information provided through office interview and home visit.

綜合社會保障援助(綜援)計劃
綜援計劃的目的﹐是以入息補助方法﹐為那些在經濟上無法
自給的人士提供安全網﹐使他們的入息達到一定水平﹐以應
付生活上的基本需要。
Comprehensive Social Security Assistance (CSSA) Scheme
The CSSA Scheme provides a safety net for those who cannot
support themselves financially. It is designed to bring their income
up to a prescribed level to meet their basic needs.
1. 申請資格
申請人必須符合下列條件﹐方可獲得援助﹕
A. 居港規定
申請人必須符合下列的居港規定﹕
已成為香港居民最少七年﹔及
在緊接申請日前連續居港最少一年(在該年內如離港不超過56天﹐
亦視為符合連續居港一年的規定)。
註﹕
(1) 非法留港的人士﹐以及並非以定居原因獲准在香港居留的人士
(例如﹐輸入勞工和旅客)﹐均不符合資格申請綜援。
(2) 在2004年1月1日前已成為香港居民的人士可獲豁免上述a.項居
港七年的規定。
(3) 18歲以下的香港居民可獲豁免上述a.項居港七年及b.項連續居
港一年的規定。
(4) 在特殊情況下﹐社會福利署署長可考慮運用酌情權﹐向未符合
居港規定的綜援申請人發放援助。
1. Eligibility Criteria
To be eligible for assistance, an applicant must satisfy the following conditions :
A. Residence Requirements
The applicant must satisfy the following residence requirements :
he/she must have been a Hong Kong resident for at least seven years; and
he/she must have resided in Hong Kong continuously for at least
one year immediately before the date of application (absence from
Hong Kong up to a maximum of 56 days during the one-year period
is treated as residence in Hong Kong).
Note:
(1) Persons whose presence in Hong Kong is unlawful or persons who are permitted to stay in Hong Kong for a purpose other than residence (for example, imported workers or visitors) are excluded from the Scheme.
(2) Persons who have become Hong Kong residents before 1 January 2004 are exempted from the residence requirement in a. above.
(3) Hong Kong residents aged below 18 are exempted from the residence requirements in a. and b. above.
(4) In exceptional circumstances, CSSA may be granted at the discretion of the Director of Social Welfare to a person who does not satisfy the residence requirements.
