我覺得係institutional,因為係政府既土地,同埋用途主要係服務市民;
而且一般industrial指既係工廠,e.g.土瓜灣新蒲崗果d~

應該用Sewage Treatment Works (sewerage = 污水排除)

例如昂船洲污水處理廠英文名是Stonecutters Island Sewage Treatment Works
