I answer a similar question before. I copy my answer here:-
It depends on the education system.
In Canada (and probably Australia), if you study for a degree, you normally will get an ordinary degree. If you want to study for honors degree, you need to study for an additional year, which prepares you to further study for a research degree (i.e. Master or Doctoral). Hence, if you apply for the same university and they have both ordinary and honors program, it usually mean that:-
For Ordinary Degree, you need to study for 3 years.
For Honors Degree, you need to study for, usually, 4 years.
In Hong Kong, you normally can only join the Honors program. However, in some universities (for example, HKBU in the early 90s), they will, based on your results in the first two years to decide whether you can join the honors program. If not, they will downgrade you to the oridnary program, i.e. you need not to do the final year project.
Hence, for this case, it will reflect that your performance is relatively poorer.
