At Kai Tak, aircraft are allow to take off at either direction although there is a less chance of aircraft taking off towards the mountain... The reason is wind usually blow from the sea, while aircraft are required to take-off/land into the wind... So in most case, you will see aircraft landing from Kowloon City direct and take off into the sea...
However, there is always the chance that the wind blow from inland into the sea... At that time, aircraft will require to take off towards Kowloon City direct and land from the sea... If aircraft are required to take off from Runway 31 into Kowloon City, aircraft will take to take a 45degrees left turn very soon after take off, just like what happen while they land with a 45degree right turn before landing...
And in fact, there has been accident that occur while aircraft take off from Runway31 into Kowloon City or landing at Runway13 arriving from the sea... This was because of aircraft overshot... In 1 occuation, the aircraft overshot into Kowloon City (Sangoon Road) after landing... While in another occuation, the aircraft overshot and stoped at the grass area between the fance and the tarmic after not being able to take off in time...

13 and 31 mean the runway direction. 13= 130 degree 31= 310 degree
