Unfortunately the answer is yes.

For secondary schools, people tend to stay in boarding schools, which can cost ~3000-6000pounds a term (3 terms per year!). This price covers tuition fees and living costs (you live in the school), but all other activities will cost you extra. Having said that you may be able to find cheaper ones or more expensive ones.

For universities, the tuition fee for non-science subject is about 9000pounds per year, science will be ~11000pounds per year, and MBA will be ~16000pounds per year. These are for your reference only and the actual fees may vary between universities. Plus living expenses you are looking at ~800k to 1 million HKD for a 3-yr full time undergraduate degree.

I do agree, it's expensive. I have been living in Uk for 10 years (at the moment I am working in London). Also considering the currency rates is quite high at this stage.
In fact, no matter wherever you study aboard, it will most likely to be more expensive than studying in HK. (because of the extra expenses you have to consider, for example, rental)
The cost of an education in the UK falls under two headings: course fees and living costs.
You have to consider what type of student you are. If you are disciplined, have good time management skills and would like to have an open learning environment, then a further education college may be more suitable for you. It is also a less expensive option. Fees could be very different, depends on what you are studying and which college or university you are applying.

For secondary school, overseas student will tend to apply for boarding school. However, attending to a boarding school that would be some extra fees which they do not include in the school fees, i.e. extra school lessons or field trip activities. Boarding schools are like the schools in hk, the more famour they are, they are more likely to be more expensive. For example, looking at Oundle School or Cheltenham Ladies College, both are one of the Top 100 boarding school in UK. If you compare their fees with any other boarding schools, you would see the differences. (could be £2000 - £4000 differences) Of course, better schools would have better educations, considering less chinese people around and more chance to speak English.
