中央在香港民主中擔任的角色

六七十年代的中央政策令香港出現反殖潮，出現學運，保釣，香港人因而從實踐中知道公安法的不義，知道香港在殖民管治下人權民主的不足，因此在七十年代末八十年代出現集體與有組織的民主訴求。

近代的中央希望維持香港原有殖民方法的管治，但反殖火車頭已經開出，收唔番，變成中央的政策為香港政治帶來內容，知道功利主義（或犧牲小我完成大我）的墮落，知道公義人權的必要性，知道公義比經濟發展及國家發展更重要。

中央對香港推行民主影響：
(1) 可維持正常和穏定的社會；
(2) 一切要以香港人的經濟利益為依歸；
(3) 希望香港能作為一國两制的有理性的民主模式。
