A southbound train has stopped inside in the tunnel; due to on fire accident happened this might be effected on the scene traffic

Actually, there are some words that are not necessary.

It can be better written if it is as follows:-

A southbound train has stopped inside the tunnel due to the fire accident happened earlier. This might affect* the on scene traffic.

*affect should be used instead of "effect".
