In managment theory, it state that "if we fail to plan, we plan to fail". The old saying is especially true.

Planning involves effectively allocate the limited resources of an organization such as budgeting and manpower allocation. Without planning we have no organized process for the staff to follow suit. This always happens to trun the project down or derivation happends during production process. But if we plan before action, we can eaisly trace out where the problem is because we have a organized step clealy guide us towards to ogranizational goal. Also, as SME often have limited resources. Planning enable them to allocate the resouces more effectively and reduce the wate of resources. This can help SME to decrese the chance of out-budget.

No planning = no research, not sufficient information and advice, not get familiar with what will be done, no prediction on what will happen, not prepare for problems that may arise, no preparation for solutions to problems nor remedies to emergency cases => result is fail, 慘死!

Planning is talking about:

1. Define the mission.
2. Define the objectives in order to achieve the mission.
2. Define the strategies in order to achieve the objectives.
3. Define the tactics in order to achieve the strategies.
4. Define the operations in order to achieve the tactics.

If no step by step procedure, it may not lead to the success. At least, there is no visible path to the success. Therefore, I agree that "organisations that fail to plan are planning to fail".
