In exploratory development, you write a program to understand the underlying features. Eg. writing small programs to learn how to use a new API.
In throwaway prototyping, you write a program to develop an idea on how to do something, find out what's wrong, etc, then improve the prototype in the next version.
Difference:
In exploratory development, the program you wrote is not really reused.
In throwaway prototyping, a lot of the program is reused, but are improved in each version.
