May be power supplier, hard disk, mother, or virus
I suggest you to use other device to boot your computer, e.g CD ROM, or DOS disk. If it can boot up. that mean your windows or hard disk have problem. Other wise it may have problem on Power supply or mother. But most likly is the power supply. In addition if your monitor is connect to computer power supply. You are better to remove it. Beacsue the power suppllier become older.
P.S. You can use the Win XP CD ROM to boot the computer but do not install the windows untill you confirm is windows problem
