Is it illegal to downlink mp3 songs from forum?

I saw many people "sharing" hocc's songs in various forums and posted download links. Is it illegal to download these songs? If it is illegal, why don't the immigration dept investigate or warn these website / forum?

係犯法的~!!
upload上果d網址既歌全部都係未經收權,無論download or upload 都係犯法~
咁點解d人仲會upload上去???因為個個都以為係合法,一個係咁,個個都係咁.
why don't the immigration dept investigate or warn these website????因為the immigration dept根本都唔關事~!
如果你話捉既應該係海關,海關都有捉呀,不過一internet咁大,可以捉得幾多??佢地只會係捉d重點個案,e.g BT,WINMX..呢D點對點既download~!!
