In Hong Kong, the cost of water is various according to the consumption.
Please see the chart below from Water Supplies Dept.

For Domestic Supplies
Domestic consumers are usually billed for their water charges at 4-monthly intervals according to the meter readings taken.
The charges payable are calculated on a tariff structure which consists of 4 tiers with progressively increasing prices. The tariff is so constructed to discourage excessive and unnecessary use of water.
The following tariff structure is applicable to water consumed in billing periods which commence on or after 16 February 1995:


the first tier of 12 cubic metres is free of charge;
the second tier of 31 cubic metres is charged at $4.16 per cubic metre;
the third tier of 19 cubic metres is charged at $6.45 per cubic metre; and
the fourth tier for any consumption above the level of 62 cubic metres is charged at $9.05 per cubic metre.
To demonstrate how the water charge is calculated, here is a simple example. A consumer consumed 100 cubic metres of water in a 4-month period. The water charge would be calculated by multiplying the consumption volume by the per unit water charge. That is, by multiplying 31 cubic metres by $4.16 plus 19 cubic metres by $6.45 plus 38 cubic metres by $9.05. The consumer is therefore required to pay a water charge of $595.41.
