Due to ur situtation maybe ur computer has too many stuff that make ur computer slows down.or maybe u can do this to clean up ur computer systems.
Go Start than Programs than Accessories than system tools than Disc clean up
After that a windnow pop out and ask if u want to clean it or not click yes.Than try to play the Dvd and c.

May be your DVD Player broken:
or your PC didn't have the software to run the DVD Player
or your CPU is old

睇碟o既時間唔好開期他程式，如bt，realplayer......
