his purpose is to proof to the Chinese Govt that he is strong enough to stand out and fight with the election system.
Of course he know he will lose eventually, but he wanted to show that Democracy is still in ppl's heart.
He is representing a small group of ppl who still have faith to have a democracy society, not all orders from the Chinese Govt is 100% agree by HK citizen
