Go Start--Settings--Con trol Panel--Regional and Language Options -- Advanced
Select a Language to match the lanuage version of the non-Unicode programs you wants to use:
Choose Chinese(Taiwan), then reboot.
Go Start--Settings--Con trol Panel--Regional and Language Options ,
Language -- Detail
Choose the typing of Chinese
