Silicon is in group 4 of the periodic table, with indicate that it contain 4 outer electrons in it shell, chloride have 7 electrons in it outer shell. Therefore need 4 chloride atoms to fulfil the full outer shell of silicon and a tertrahedral shape is to achieved the further repulsion between bonds.
Silicon tetrachloride is not permanent dipole as all the bonds cancel out each other in the shape.
