As a polo driver, i will suggest you to buy a polo playa, due to the car is better in engine, material, design, safety, space!
Jazz is cheaper, and fuel saving, but the power is less, space is little, features are cheap! Think about it, would you want a german car or a japanese car!
I drives a polo 1.6!
Honda Jazz is well-known for its fuel economy, if you have a chance to read through some local car magazines, Jazz has won quite a few of recognitions of having the lowest fuel consumption gasoline engines (excluding hybrid cars like the Toyota Prius). The interior is stylish and modern, which reminisce a typical Japanese car.
What you would expect from Volkswagen Polo is its European craftmanship. The car has a very strong frame so inevitably gross weight is heavier. If you listen closely to the sound of closing the doors on the Jazz versus that of the Polo, you'll see what I mean. European cars are very rigid, and don't expect the light-feeling steering from the Jazz. The Polo gives you a very safe feeling, it makes you feel comfortably protected when you're sitting inside of it. Driveability is great and delivers true European vehicle performance as it has firm suspension and chassis. The interior is tidy, practical, no more no less. What you need is there. You won't find any extra gadget or funny buttons on the Polo. Of course, styling-wise, Jazz is a bit better. But VW Polo comparatively delivers a more masculine image.
In my opinion, i will take the Polo!
Polo for safety and Jazz for practical!

2004 polo looks a little bit girlish, if you are a girl, it will play right, but if you are a man jazz will do better a job!
