my CPU is not running at its advertised speed, what the hell?

Sounds like a BIOS setting... Who installed it for you? Ask them if they remember making changes in the BIOS. What processor did you have before?

as a few of the other users have reported, this is probably a power setting on the laptop you have. on top of that a lot of modern chips have these power settings available, so that when the system isn't using the CPU, it is clocked down and therefore uses less power. i.e. CPU-Z reports that my AMD Phenom II X4 is only at 1200MHz by the time it actually gets to the report. this is because of the AMD power settings in the bios of my particular motherboard. I don't like having this option on, so I turn it off.

Perhaps other programs are running?
The computer time slices, causing programs to run slower than the actual processor speed.
You can do the Ctrl+Alt+Delete thing and set the priority of the process to be higher, thus increasing it's speed.

It may be a setting in your BIOS that needs to be addressed. If you press the key indicated on your start-up screen to get into the BIOS you can navigate to the multiplier setting and see what it's set at. Many factors can affect what speed a processor is running at, AMD say their processor runs at 1.8 to equal an equivalent speed of an Intel chip running at 3gig so hence the 3000 tag. If your memory doesn't support this higher speed then it actually may run slower than the stated speed. Your video card may be based on the motherboard and that takes memory and processor power. An overheating chip may run slower than normal. The actual processor may not functioning as it was designed and parts like cache etc may not be available. You should really see your retailer and work out how your circumstances may improve. Good luck!

Many things can cause your CPU not to run at top speed, do you have enough Ram and is the ram fast enough for the processor? is the motherboard rated for the processor and does it have a fast enough side bus speed? all of that has a bearing on processor speed. And the programs you have loaded can cause it to run slower a virus can cause it to not run at it's advertised speed. when they rate the processor it is rated at it's peak performance under ideal conditions and everything being set just right, hope this helps. Also a slow hard drive with not enough paging memory can cause it to be slow as well as what operating system you use. All these things can cause it to run below specks, you could have to many programs loaded and it's eating up your memory so it can process it faster and one last thing a program can be written sloppy and cause it to not perform at it's optimum speed as well.

maybe youre right...sometimes you have to go to Bios settings and make some adjustments..I know this but cant tell you wich exactly...but had the same problem and I friend told me...

I presume you must have a laptop. Well one cause, is that if you had a dataminer virus that would slow down your CPU some. When was the last time you defrag your computer. I use pcpitstop.com, program optimizer. It is a one time fee, but keeps my registry clean. You will be surprised at the trash you will pick up. But go to pcworld.com and cnet.com to pick up some free cleaners there.

Check with a different store and just tell them that you want to upgrade your cpu and if they could tell you what you have and what and how much an upgrade would cost. That way you can see if they put in the correct cpu. Won't be the first time that a repairman put something else in to make a little money, figuring you would not notice.

You've got to make sure the motherboard can support that fast of a processor. Plus you'll need to see what version your bios is. If its older, you might have to flash it,... a pain and a rather delicate operation. Hop on over to the web site of the motherboard maker for more info.
