normally elevator is made of metal, a big metal case.

metal have property that it can shield certain kind of radio wave, so when you are in the elevator all the signal (radio wave) are blocked, like you put yr phone in a biscuit can. in certain commercial building repeated was install in the elevator well so fm there you may receive / make a phone call. however install this device is costly so not a lot of building equipped with that.
