要令遺跡持有人保護這具歷史的建築，我認為政府可以花些金錢成立一個有關收購遺跡的基金，去收購些較具價值、具為人所之的建築。或可向這持有人提出一些政府與財團間的合作，如把遺跡改變其本身用途，把它變作博物館、餐廳等等，吸引遊客，又能保留遺跡作教育用途，更能透過宣傳增加持有人的知名度。

Alternatively, the government can propose some jointed ventures with the big corporations. Furthermore, such publicity will certainly increase the popularity of the owner, as a form of free advertisement.
