I think not. P4 2.8Ghz (socket 478) should belongs to "Northwood" family. This family lacks 64 bit support.

For P4 family, only the "Prescott" family 64 bit.

In addition to P4, the "Pentium D" and new "Core 2 Duo" family also spport 64 bit.
