Started from the mid-1980s, many Hong Kong Manufacturing companies moved the production lines to the mainland China. But Why do the non production line stay in Hong Kong?

1) Hong Kong’s legal system is more stable and reliable, investors have more confident doing business in Hong Kong rather than Mainland China.2) It is easier to transfer the money over the world as Hong Kong is an international financial centre.
3) Hong Kong’s has better non-production human resources, let say management.
