yes it's called DV2008 program for last year, this year it will be called DV2009

The US government grant green cards for those who participated and was drawn, but you can submit the application yourself online to the goverment. The ADs you see are just trying to get your info and fill on behalf for you, but they will charge you some money for doing so. You can apply yourself, as I have did that in the past.

it's very simple, you just need to read the instruction carefully, fill in the application online and have a digital format of your picture ready.

according to the results of DV 2007 (people apply for this during oct-dec of 2005) HK has only 81 out of the 50,000 green cards they offered:
