If he has no wife and children, then his parents. If no parents either, his brothers and sisters can apply for a grant of letter of administration at the probate registry, the court will assign an administrator (may be your sister)to wind up his estates.

相当麻烦, 钱不多(没有几万元以上)未必值得搞.
要证明你舅公有什麼亲属, 写一分申请书, 需要找没有利益关系的见证人作证, 甚或要找人做担保人来向官申请, 由官判由誰来做遺產执行人.
