It depends on which university program you would like to join. But usually dip. is more or less the same as high dip. in applying degree program in hong kong.

For joint top-up degree program (jointly held by local institute and overseas university), you will mostly be qualified to apply. (Money is most important for there application.)

For local university, such as PolyU/CityU, your entry chance may not be very high. And the cost is quite expensive.

Another choice, you may consider OpenU (as what I've done), your diploma may get exemption of some credit that can lower the cost. And it is flexible for the credit to take during semester as to your time and ability.

Non-means loan can be applied from gov't, however, it is really high in interest rate. You have to think whether you can pay back the money after graduation. Is your income stable to repay the loan?

Btw, to lower little cost in study pt degree program, you can apply for the CEF (持續進修基金) from gov't. You can have $10000 reimbursement from gov't that do not need to return.

Q1 As your diploma is not business-related, you should apply a HD in business subjects in local universities in order to take a BBA degree course. I have a friend who is studying in City U BBA in Year 2 now. His case is similar to you. If you are Form 7 graduated and have a marketing diploma in IVE, you can try the City's BBA course because the requirement and fee is lower.
Q2 As a part-time BBA programe normally last for 2 years and the school fee is divided into 4 installments. If you can pay the 1st installment before the first semester and have $20000 to pay for the 2nd installment after 4 months, i suggest that you should not apply the 免入息審查貸款計劃 because the interest rate is quite high.
