You can go to Control Panel --> Regional and Language Options --> Languages Tab --> select "Install files for East Asian languages" --> restart the computer -->
go to Regional and Language Options and the Languages Tab again --> Details... --> Add --> for Input language, choose Chinese (Taiwan) -->
select "Keyboard layout/IME --> choose the one that u want to type --> click OK

*Chinese (Traditional - Quick = 速成,Chinese (Traditional) - ChanJie = 倉頡

When the computer finish installing, a window that says something like "you need to restart the computer before it takes affect" would pop up, you can just click "OK" and the computer would restart by itself.
參考: I have a English version of Window XP too.
