Paper fan is proper English but the Chinese sentence does not specify what type of fan it it so better use "fan" instead of "paper fan".

1. It's too hot, fan needs to be on.
2. It takes him forever to come over here to have the air-conditioner fixed
3. Why the air-conditioner is not fixed / Why can't you fix the air-conditioner
4. Some people may slip on the floor carelessly.
