Under the Marslow's Hierarchy of needs, the human needs are:

1. Physiological Need (food and water)
2. Need for Safety (house)
3. Need for Love & Belonging
4. Need for Respect
5. Self-Actualization

We must feed the Physiological need as first. Such as help them in crop to raise rice or plant the potato, keep fresh water, etc. Then, help them to build the house. These two needs require physical materials. Charity organisation can put the resources of economics (1. Land, 2. Labour, 3. Captial, 4. Entreprenership (that is, Labour + Skill)) to help them.
