Orlando: If you stick to Walt Disney World (not Disneyland. Disneyland is in California) you probably can survive without a car. There's nothing else to see in Orlando other than WDW and Universal Studios anyway. THere're shuttles between ORD airport , hotels and WDW and prices are very reasonable.
New York: You can live without a car. Driving in downtown Manhattan is a head-ache. Subway can take you to most of the tourist attraction. Depends on your own likes and dis-likes, New York is a big metropolis like Hong Kong, some Hong Kong-ese like it 'cos it's like home, but some like cities that are different.
SF: There's public transport but not very convenient. I won't travel in SF without a car.
Las Vegas: Yes and No. There's enough to see on the strip, casinos, shows, mega-hotels etc, and with the new mono-rail you might be able to live without a car. But if you want to do some out-let shopping you may still need a car.
