I think you mean UENO, 上野, the closest station will be JR Ueno station. I didn't pay attention to the shoes there, but there are lot of cheap japanese sweets. Most people will stop by Ueno to get souvenirs for friends and family as it is on the way to the Narita airport. From Shinjuku it's about 15-20 minutes by the JR yamamote line. hope this helps~
