Which travel agent is the best to Japan?

planning to go to japan during easter, which travel agent is the best to join? which tour is the best? i like shopping and having fun instead of sight seeing tour. any good suggestions? hope you can share with me.

Be careful, my sister has a very bad experience, she joined a Japan Tour in last year's Chinese New Year very early and get an "early bird discount". At last, the tour was cancelled by 東瀛遊 with only 7 days notification. So, you must joined the "guaranteed" tour.
