For question 1 - Yes, Satan harms mankind.

For question 2 - Yes, Satan tempts mankind.

As you might have known, Satan's purpose for those two acts is to make mankind distrust God in either direct or indirect manner.

However, for question 2, please don't think that Satan is the only way to tempt mankind. Culture (implying bad ones) and selfishness are also the sources of temptation.
