1. According to the different colours, we can distinguish the pH of the substance. There is a colour chart attached to a bottle of universal indicator (which is a kind of liquid)

2. A meter, which when stuck into the substance, will actually show the pH value of the substance on an electronic screen.

both of those will show the pH value of PURE water is 7.
