Of course you can apply for the HKCEE. However, your identity should be Private Candidate. You can go to HKEAA's website (www.hkeaa.edu.hk) to download the registration form and then go to HKEAA office and apply for the examination. Fees for private candidate are higher than those school candidates and more constraints are applied to private candidates. Please read the instructions given by the HKEAA for more details.
