According to Oxford intermediate learner's English-Chinese dictionary, global means whole world and international means involving two or more countries.

According to http://dictionary.reference.com/browse/global, global means involving the entire earth.

這樣來看，global language 是全球性的語言，例子應該是音樂。而international language是國際性語言，不是每一個國家也用它，只是它在世界上比較普遍而已，例子應該是英語吧。
