Okay back to the question. This is a great one indeed.
I have suggested in another posting that when we do Bible studying, try not to read only one version of the Bible because there is no one single translation that can totally convert the original version to the version u are reading simply due to differences in languages.
My explaination is based on my understanding toward the Bible and the outcome from a discussion with a Christian friend of mine so do not take my word as Christian doctrine. My word has no authority; God's word does.
What u have in the question is from 中文和合本: 創世紀 9:11我與你們立約、凡有血肉的、不再被洪水滅絕、也不再有洪水毀壞地了。
However when u read the NIV version u will find something slighty different.
Genesis9:11 I establish my covenant with you: Never again will all life be destroyed by the waters of a flood; never again will there be a flood to destroy the earth."
I know you may not be happy about this explaination, but please not that God said: never again will ALL life be destroyed by the waters of a flood.
Please hold on to this thought and read chapter 8, God did say something before He made the covenant with Noah.

Here it's is clear that God said He will not curse the ground because of human being... and never again will [God] destroy ALL living creatures.
I guess it is logical to read chapter 8 before u read chapter 9. And if u read chapter 8 carefully first then u will be able to understand chapter 9 better.
Additionally, the flood is recorded starting from chapter 6.
6:11-13 世界在 神面前敗壞.地上滿了強暴。神觀看世界、見是敗壞了.凡有血氣的人、在地上都敗壞了行為。 神就對挪亞說、凡有血氣的人、他的盡頭已經來到我面前、因為地上滿了他們的強暴、我要把他們和地一併毀滅。

It's clear that the flood is a punishment to men at that time for they were full of wickedness. And as we can read in chapter 8, God promised that He will not curse the ground because of mankind.
Personally I do not thing that 南亞海嘯 was resulted from the things that people had done in that particular area. Also, I know u may find me being politically correct here but u and I are living proof that not ALL life was gone. As a result, God does keep His covenant.
Additionally, as God said the seasons are changing one after another. However, the climate is messed up. Who's fault is it? Who is polluting the planet? We are responsible for the consequences.
