difficult for decision
usually the fracture site is sticky

try press on the fracture site
if still painful - i guess most surgeons will consider fixing that
if not painful
- need to examine for the deformity and the X ray to decide
- may need to take bone from elsewhere (usually around hip) to enhance healing

for public : i suggest you go to AED
