Inflation rate measures the percentage change (increase) in the general price level.
Consumer price index (CPI) is one of the serveral indicators helps 「to measure」 the change in the general price level
但CPI只係用黎反映, 某籃子貨品的價格升跌, 因為籃子內的貨品, 在挑選時可能會有偏差, 結果有時未必可完全準確地, 反映貨品價格.
有一點不要忽略, inflation rate或 CPI的升跌, 同人民生活質素並無必然的關係。

yes, you can say so. it measures the inflation rate of the particular 'basket of goods'.
