if i have to choose i will say (2) is more grammatically correct. but writing english is not a pure grammatical issue, you have to express it fluently, in a natural way, in the least words with the best meaning.

you can consider this revision:

for example, people living along the coast eat more fish (=MEAT?), but those in the highlands eat less.

if you wanna express a more general meaning, use 'meat' instead of 'fish'.

I believe eating fish is express a more specific meaning than eating meat/flesh :p
