Depends on the situation, you may say:-

1. silly (傻的, 糊塗的): 程度最輕微, can be used on the cute side. For example: Hey, you're a silly girl. (means you're 傻氣 and cute.)

2. foolish (荒謬的, 可笑的, 愚蠢的): More British English, not commonly used in North America.

3. stupid (愚蠢的, 笨的, 無知覺的, 遲鈍的): More popularly used in most countries.

4. blunt (頭腦遲鈍的, 愚鈍的): More commonly used in North America. Also a little more polite way to say " stupid ". (However, to describe a person stupid in any way is not too polite anyways. Haha...)

5. dull (愚鈍的, 笨的, 遲鈍的): Rarely use this word to describe 愚鈍 or 笨; it's more commonly used for color or weather. Examples: The color is so dull (不鮮明的, 晦暗的). What a dull day (陰沈的,昏暗的). The story is dull (乏味的, 單調的).
