Can you tell 一個人中五學歷的人以正常速度每分鐘可以說多少中文字??

The reading speed is NOT linked to your educational level, but your persoanlity and touge.

I see it is acceptable to read your sentences in 15-20 seconds. Native speaker will need around 5 seconds. If you read it too slow one will simply lose any interest and attention.
