if you have portugese passport, in principle, you are treated as a local student in EU countries. However, individual countries have different policies. e.g. UK might want you to stay in the country for 3 years before treating you as a local citizen and enjoy the benefits (??)
You need to find out more from different govt's websites first. Or, you can apply directly to the university and see how much they charge you for tuition fee.
As for living expenses, UK is probably the most expensive one among all EU members. It would cost around 70,000-100,000 a year (again read the universities' website, they must have this information for overseas students). Other countries like Spain or Portugal or Germany would cost less.
