Question 1:
聯繫匯率 = pegged currency
For the past 2 years, the US dollar has been depreciating against other currencies. This translates into the fact that HK dollar has also been depreciating against other currencies. Higher salary is due to more professional and educated workers available in Hong Kong. It also means the productivity is higher, so after adjusting all these factors, Wage/unit of productivity may actually lower than other Asian countries.
Regarding the rental market, it's all about supply and demand. There is lack of land issue in Hong Kong compared with other Asian countries, as a result, it is more expensive as well.
Question 2:
科技園=Science Park
It's the government initative on promoting high-tech industry in HK. Science Park has state-of-the-art infrastructure, such as 100Gb Ethernet, research labs etc. As far as I know, there is no 工業園 inside Science Park. Government did retrofitted part of Industrial Estate and make it more suitable for the high-tech industry.

生產線 = Production line.
It is usually referring to the assembly line that produces the goods a company sells as its core business.
An example is Meyer - the cookware manufacurer. It used to produce their goods in Kwun Tong but they moved the production line to China a while ago.
