This is true that limestone does not react with water.

b)Limestone is insoluble in water.
All carbonates are insoluble in water except potassium, sodium and ammonium carbonates.

Two statements are correct but statement b) is not a correct explanation of a)
Limestone does not react with water NOT because of its insolubilty but because of the unfavourable enthlapy change.

CaCO3+2HCl--->CaCl2+CO2+H2O

b)Calcium carbonate reacts with dilute hydrochloric acid to form soluble calcium chloride.

All chlorides are soluble in water except AgCl and PbCl2
