BChemical factories is a dangerous place which can easily cause out hazard...So it cannot be located in high risk area...
School is a place which contain high density population and the one in school are assume to be very young...
Parks is a low population density place which provide a high degree of possibilities to be located in no matter what place...
So the answer is B
