雖然你提供既句子裡面唔知點解會有semicolon (;)，但係如果唔睇個semicolon既話，句句子係咁既意思︰
[所以如要譯解"文件"的意思，一個中立的解決方法是必需的。]
因為semicolon 係會令到一句句子分開成兩句句子嘛，所以我懷疑[therefore a liberal approach to the meaning of 'document'] 之前係有文，而[should be adopted] 之後都係有文。但係如果唔睇個semicolon 既話就會係以上既翻譯喇。
