I read it from newspaper, it says " We have no laws to prevent people reeding puppies and cats and selling them."
I can't get an exact meaning when I check this word from dictionary, anyone can help?

hmm... i think it should be BREEDING puppies and cats, as you said REEDING doesnt make any sense at all... (maybe typos in newspaper? or printing error?)breed = to keep animals for the purpose of producing young animals in a controlled way, or (of animals) to have sex and reproduce.

I think the newspaper has a wrong typo. It should be " breeding " instead of " reeding ". The meaning of " breeding " is 繁殖, 飼養.
