gerund

eg: she suggested going for a walk
但係
she is suggested to go for a walk 也沒錯

但句2.. focus 係go for a walk....
即例如你的例子~ 係想focus係"go for a walk", 而唔係"suggest"

Subject + Verb + Object
She (主詞) suggested (動詞) going for a walk (受詞).

Subject + transitive verb + direct object + indirect object
Someone (主詞) suggests (動詞) her (直接受詞) to go for a walk (簡接受詞).

[by ~]
所以變成: She (主詞) is (BE) suggested (過去分詞) to go for a walk [by someone].
