I know how to administer high and low risk programs. If a high risk program has been held before, the manager and the leading staffs will hold a meeting to analyse the risk level by themselves. Otherwise, the manager will invite a person-in-charge of the organisation to talk about the risks of holding that activity to the leading staffs.

If the high risk program has been raised before, the manager and leading staffs (management?) will hold a meeting to analyzing the risk of this activity.

If the activities hasn't been raised before, the manager will invite the person in charge of the organization, so they can inform the risk of such activities to leading staffs(management?).
