內地孕婦來港產子問題，是否有中央或內地地方政府的默許？

因為中國是獨裁國家，政府的行政命令便是法律。中央如果不想內地孕婦來港產子，他們應該很容易禁止？

If i have 1 child and my brother had 5 children , is it possible for me to take of 3 children for him ? The reason is : i only had 1 child !!
